Getting cannot route through MX in bounce back emails

We have an XG 310 in MTA mode. We have our Policy configured to route email via static host which is our Internal Exchange Server. One user is trying to email externally and it keeps bouncing back. The error in the log states "unable to route through MX by Global Policy.

 

Should I change the static host info of the Exchange server to MX? If so, anything else that needs to be looked at?
