Feature Request: Assigning time quotas on web categories.

Hello,

You may consider adding a feature that allows users to define access quotas on web categories.

I.e. Users will be be able to view web pages only 2 hours for NewsAndMedia category. Category itself may be accessed any time but in total of 2 hours.
