Firewall dropping SIP Traffic

I am trying to do some testing through a XG210 firewall. This firewall has no QoS or traffic shapeing of any type in play.

I have the WAN-LAN firewall rules wide open and allow the forwarding of UDP 5060 and 10000-20000 to the VOIP system. When I am testing the SIP connection directly to the WAN IP, I see UDP traffic with src port of 19268 and dst port 5060 being dropped by the firewall due to "Policy 0". I have read some articles that you need to create a RTP service and FQDN hosts for the SIP providers etc, but should I not be able to test SIP using direct IP vs having an actual FQDN SIP trunk?
