for quota, you can create Surfing Quota under Web Menu and apply the quota to web filtering. In your case you have to create 2 web filter, so 2 firewall policies, one where you apply 1 hour quota and another for all other categories.

For how long a users spent on a website, at the moment is not so granular:

I mean, if a site is left open in the background, how does the firewall know that the user is actively using the internet or not ?

They might use all their quota but were actually doing nothing actively on the intenet.

Philip you can implement traffic shaping per time or per KB consumed. If your intent is to allow 1 hour, you have to use time quota. If the user is on a page for 5 minutes, 5 minutes are calculated unless is a static page.

In any organized company, IT communicates change and "how to use guide" computers and any IT devices or SW.
