How do I make a group that is a list of IP Addresses that get throttled on a schedule?

I would like to be able to make a list of IP addresses that would get throttled during business hours. 

I thought I had this working on one of my XG devices but going through the policies, I do not see this anywhere.

How would I go about setting up the list of IPs, and then adding it to a policy?
