How do you setup and configure stable IPSec VPNs?

We have 4 branch locations, each with a VPN tunnel for IPv4 and a second tunnel for IPv6. We are constantly experiencing dropped packets. What is the best method for connected 4 branch locations to the main office, providing IPv4 and IPv6 connectivity? Willing to change the design completely to accomodate. Every 3 minutes, all VPNs drop packets, then correct themselves. Ping continues to work during the outage, but all software stalls. When the VPNs are up, IPv4 and IPv6 traffic work without issue, and with <10ms latency.

What do you see inside the Log? Are you using IPSec with Failover group?

Not using Failover, as I need all VPNs active at all times. There is nothing in the Security log, the System log, the IPS log, etc. At a loss as to why its behaving this way. If there were some documentation regarding configuring more than 1 VPN site to site tunnel at a time, would be beneficial here.
