How do i block TCP traffic over high Ports (10000:65535) ?

Since upgrading to windows 10, some clients cause much traffic over from source Ports >50000 to Port 80. This traffic is so heavy, that it doesn't many other activities on the internet. 
As i try to solve this problem i want to block all traffic via high Ports in general. 

But what i don't understand is, that also normal http traffic seems to use high Ports as source. In "live-activity" alle kinds of traffic is from high ports. 

I'm a bit confused about that. Is there something i configured wrong?
