Currently, we block all whatsapp.com to all staff in office, but can i only allow few staff (by ip) to use the www.whatsapp.com or web.whatsapp.com?

Terence,

above the rule that is blocking What's APP, create another rule where source zone is LAN and source network is "allowed ip" and then apply a new web filter where What's APP website are allowed.
