Email Protection not working

HI,

Im facing a problem with our email protication the problem is we have outside email hosting and I need to scan POP,SMTP, I have add rule also to block email list but when I'm sending a test email it showing clear and the email spam report empty there is no logs at all, so I'm asking what is the best configuration to create email blacklist and how to configure the untie-spam service.
