Network traffic quota on Hotspot

I am setting up a new XG85 to be used at a small hotspot for motel.

I am wanting to restrict guests on the hotspot to a maximum of 500MB per day download but we are not using vouchers, only a Terms of use Acceptance. Is there any way to do this?

I know you can set up Network traffic Quota's on user/groups by hotspot sessions are not bound to the firewall as users. Vouchers can be set up with a maximum download limit but that is per voucher period and we are also not using them.
