Access to device web (port 80) in another subnet

Using Packet Capture I get dropped messages (status: Violation, reason: Firewall, rule: 0) when trying to access a router (ASUS RT-AC68U) configured as an Access Point from another subnet. The configuration is: Port 3: 192.168.3.1/24 (zone LAN) with a connected laptop with ip 192.168.3.10 Port 1: 192.168.1.1/24 (zone WAN) with a connected AP (ASUS) with ip 192.168.1.11 The defined policy allow all traffic (ANY network and services) between the two involved zones: WIFI and LAN. What is the reason for the dropping the packets?
