Security Heartbeat on User Policy reports wrong level

I tried HB for 30 days with XG on a User policy. HB license expired and as you can see from the rule, it says "block clients with RED or Yellow Heartbeat.

Here the rule! This was the rule used during HB trial to enforce HB.
