T-Moblie CellSpot LTE getting dropped by IPS

If i disable the IPS service my cellspot will connect to the net and work.  if I enable the IPS service it will NOT connect and gets caught by the IPS with a "large UDP packet" rule.

question is.  how do I create an exception for this cellspot so that the IPS does NOT scan packets to/from it???
