POP Scan, not all users getting scanned?

I have email protection enabled on my xg.  I have a pop business rule with any source and destination.  I have logging turned on.  I can see some of my users systems getting scanned but not all.  An example would be my system does not get its pop incoming mail scanned.  It scans the SMTP,  but not the pop.

Not even sure what could be going on.
