19.5 and FIPS

Question

Received new XGS FW's and decided to upgrade to latest version, then tried to turn on FIPS...command doesn't exist? 
 Support is telling me that its only available in 18.5? really? so does that mean we cant upgrade, ever? and if we can, does that mean we have to turn off fips (factory default again?)

 Supported installations 
 Sophos Firewall supports the FIPS mode on the following installations: 
 
 XGS Series hardware 
 Virtual machines (VMware vSphere, Hyper-V, KVM, Xen) 
 Cloud (AWS, Azure) 
 
 SFOS 18.5 MR2 to MR5 are FIPS-compliant. 
 Sophos Firewall doesn't support the FIPS mode on the following installations: 
 
 Software 
 XG and SG Series hardware
