open access to all users only for a specific site (microsoft.com)

hello 

i need to open microsoft website (for office 2021 activation and such) for every user i have

i used the web exception to allow them but noticed that if a user is not present in any firewall rule , the exception don't apply 

is this normal behavior ? if yes what should i do ? should i make a rule for everyone just for the microsoft site ?

    Hi,

    how are your users authenticated in the firewall rules? Do you use clientless users. The firewall will block access if the IP address being used is not specified either by address range or a specific address.

    hello Ian..

    i only use ip to control the devices

    so i should create a rule for all ip addresses toward Microsoft? so web exception only work on ip used in rules ?
