How to forward traffic destined to a local LAN IP to an IP at the other end of an IPSEC tunnel?

I have a site-to-site VPN tunnel with a NEC SV9100 phone system on each end but the two systems refuse to connect over the tunnel, but CAN connect if on the same local network.  I can connect and log into each NEC device from either end of the VPN with my laptop and I can see all devices on each network from each end of the tunnel. NEC tech support maintains this is a supported configuration but after a week of trying the phone guys do not know what to do.   Is it possible to point each phone system to a local IP and then forward all the traffic destined to that local IP to the phone system at the other end? To sort of trick it into thinking the IP is on the same network?  Thank you

Proposed solution:

Site A ---NEC (192.168.10.10)   --> pointed to (192.168.10.11) --> forwarded over IP sec tunnel to (172.16.10.10)

Site B ---NEC (172.16.10.10)   --> pointed to (172.16.10.11) --> forwarded over IP sec tunnel to (192.168.10.10)
