They mean that ports 10, 11 and 12 should come at the end of the list, not after port1. Obviously an issue from sorting alphabetically.
They are correct but I can probably come up with 100 things I'd like to see improved first ;)
Yes, the interface hasn't been reviewed for a long time.
It also occurs in the order of VPNs, where "Z" comes before "a"
