You are not Sophos Staff.
Public user are accessing local URL (http://117.x.x.x:3000) successfully, but internal LAN user (192.168.16.10) want to access by public IP , but cant access URL : http://117.x.x.x:3000,
what is the solution,

Thank you for reaching out to the community, just add LAN into the Source zone along with the WAN zone.
Further you can also refer the KBA - Create DNAT and firewall rules for internal servers
