On top of it showing the WAN as down, its always showing 25% packet loss. WHereas if I connect my laptop directly to the ISP router, the is no packet drop.

Could this be some sort of ARP problem? Maybe you could try to add a static entry:
1) go to the cli, ping your gw an get the MAC address:
ping 192.168.0.1
arp 192.168.0.1
? (192.168.0.1) at 33:44:55:66:77:88 [ether] on Port2
2) Add a static entry via WebUI:
