HA monitored Interface + VLANs

Are you sure about this? Or could it be potentially as the interface is in state unplugged?

To monitor the Port under Select ports to be monitored it should not be "Unbound" As you said you have to assign the Network Zone like LAN or DMZ on the interface to make it work as well as the state of the port should be connected.

I think you would need to assign an IP address to that interface to be included as a monitored interface.

Please do not use a interface with a DHCP Address and no IP (Server). Instead use a Dummy IP with a Dummy Zone. 

BTW: This feature will be available in V19.5.

I hoped there is a way to have an Interface with tagged VLANs only so I will use a dummy IP native on the Interface to monitor it in HA.
