Site-to-site VPN and SWAN Policy

Hello!

I already tried in some ways but I was not successful, so I need your help

I have the following scenario:

SITE A - 1 ISP
SITE B - 2 ISP

I need to work with site-to-site vpn between them (so far so good when I use ipsec tunnel and static route 'tunnel 1 or tunnel 2' ), but when I try to work with swan routes (both sdwan profile or primary and secondary gateway) Do not work.

I create the two ipsec tunnels, configure the xfrm interfaces, create the swdan route defining the primary and secondary gateway and it doesn't work.
The same happens if I try to create swan policy with SLA ( ping, Jitter, Packet Loss )

Please help me, what could I be doing wrong?
