you need to setup web and application policies to block vpn etc. as well you need to have ips enabled on your rule and be performing decrypt functions.

Thank you! Looks like I have to block all VPN content. I want to specify which to block and wich not. We need some VPN connections that are confirmed to use. That makes it difficult.

you need to build policies that allow and have that higher up the rule list or build exceptions in your tls policies.
