Thank you for reaching out to the community, can you login with the ssh protocol via putty software with your admin credentials and in the menu press 4 for the device console.
And type the following command:
console> system diagnostics utilities bandwidth-monitor
And then press "u" twice and see if you notice any error/sec on the WAN interface.
If yes, then it could possibly mean an issue with the negotiation, then from the GUI for that WAN interface try changing the negotiation settings and check again.

when i change in rule web policy from : default work policy to none it work goud
Interesting, some where the default work policy is causing the issue, try creating your own custom web policy and then apply the same to the FW rule, after that use the following options "Use web proxy instead of DPI engine" and then check the situation again
