Yes, that is right that as of now play.google.com is not available in application category.
But you can create a custom category under the web > categories > with classification > unproductive
And you can add the domain/keyword for the google play store.
And use that category in the web policy with the action > block for http and https.

this solution work only for browsing by browser
but the play store app still work and downloading apps
is there another solution ?
Does your rule use application control as well. You will need to block it in application policies. Do you have ips enabled in the rule?
