Azure Site to Site IPSEC VPN slow

Question

Hello

We ourselves have an XGS2100 in the office and an XG in Azure.
Tunnel is up (IPSEC) and we can ping and connect with RDP to a server (Windows 2022) in Azure.
But when we access files on a file share on a server in Azure, we get a speed of about 30-100KB / Sec. Samethin if the server in Azure access fileshare on a server at the office thru the same tunnel.
 There are no web filters or IPS rules on any of these firewalls.
 Both firewalls have V19.
 I can not find what this may be due to. 
Has anyone had the same problem?
