Failed Outbound emails, not responding to Retry

So Mimecast has a US outage about an hour ago that has since been resolved. I have 12 outbound emails stuck in the spool with status failed.  When selected and the retry button is clicked nothing appears to happen.  The logs show no further activity on the email since it originally failed. I would expect these emails to continue to try and send for 3 days.  I was alarmed to read that the XG doesn't bounce them to the user, it simply discards them?

So how do I get these to release?  

Howa about the bounce?
