XG 126w WAF 250 Unregistered

Have just upgraded to 126w from 125 and now WAF showing no web server configured and get 250 unregistered when trying to start from console.

I have tried:

- deleting and recreating all web servers

- Factory reset and then reapplication of 18.5.3 MR3 - still same state.

- Factory reset and then application of 19.0.0 GA-Build317 - still same state

Not sure how to troubleshoot this further.
