Cannot restore config on current device

Question

I've spun up 17.5.14 MR-14 in a Hyper-V virtual appliance and I'm trying to restore the configure on setup from 17.5.13 MR-13 and it keeps saying it can't restore config on the current device 
 
 The device that the backup was made on an XG210 which has 6 NICS and I have 8 NICs installed on the VM - so it's not that. 
 
 Any ideas?

 You can't restore an XG210 backup to a Virtual SFOS appliance 
 I have had some success doing an Export/Import between incompatible devices. You lose all the security stuff like passwords and certificates (can't remember the exact details as it was some time ago) but it can reduce the amount of work transferring stuff.
