Can you block all outbound e-mails from a certain adress?

God day everyone. 

We have a certain e-mail address that we're 100% sure has been infected by a virus. The virus makes the address send spam mails constantly. And while they are being sent to quarantine before they are delivered, the load is still causing problems on our servers. The infected device is nowhere to be found either. Our next course of action is to block said e-mail from sending anything (this mail isn't meant for sending anyway, so this won't disturb anything).

I have been scouring for information but can't find anything. I tried making a new policy but to no avail. (not sure if I did anything really, we are all new employees here as the old guard all quit)

My question is: is this even possible? And if so, how do I go about creating this policy? (or whatever it is)
