web policy override block page not displaying

Client requirement:

-blocking  all unprofitable websites and app

-web policy override configuration for specific users eg lectures and administration department

Problem:

-after blocking the websites requested  and tested this page comes up

-after user creation and web policy override activation i got this(following pic) which lead me to captive portal page and no then nowhere

i am stack here

    It could be a HSTS Issue. HSTS basically means, it always connect to all facilities of this Hostname via HTTPS. Something on the firewall seems to offer a HTTP Connection. Do you use Kerberos/NTLM?
