Q | XG | BGP - Create IPSec Tunnel using IP of the subnet published

I have a question about creating an IPSec tunnel.
The example is as follows:
- The firewall maintains a public /24 subnet, which is propagated via BGP to two ISPs.
Since the /24 subnet is not declared in the firewall as a WAN zone (since a gateway cannot be established since the subnet is born in the firewall itself), it does not allow me to choose an IP from the /24 to be the origin of the IPSec tunnel.

What alternative can I have?
