Exceptions in firewall rules

Hi community,

There are rules applied for all the users, computers, tablets and cell phones in the network divided by ip numbers.
These rules are; IPS, Web, Application.

Is there any option for exceptions?
What is the best practices to make a ip number or authenticated user or clientless user exception from these rules and special rules for them?
For example for the camera ips and a server with specific roles.
