I always encounter this kind of Error message. "you are not authorized to access the internet at this time. Please contact your ICT Administrator"

Everyday I encounter this kind of error message "you are not authorized to access the internet at this time. Please contact your ICT Administrator" and other computer clients when opening the computers.
