please post a copy of your firewall rule that the iPhones use to connect to the internet. Most finitely sounds like a decrypt and scan issue, are you using iMAP and SMTPs?

Please find below screenshot of my firewall rule.

Just tick the use web proxy box and the issue should stop.

The option is disabled, I cannot tick it.

Change none to allow all then tick the proxy box.
