Rule change not applied - restart required?

Good day.

I needed to add a new web server to the firewall and NAT rules.  I added to an existing Source IP list for the firewall rule and an Original Source IP list port forward rule.  After saving the changes, I see the source address is still being denied in the log file.  Other IP addresses in the list are being accepted.  

Do changes to the firewall or NAT rules require a restart to make them take effect?  While I am certainly no Sophos genius, restarts do not seem quite right for this type of change.

Any help would be greatly appreciated.
