For some reason the .scx file has an error in it cannot open file /tmp/root_cert.txt at /scripts/vpn/ipsec/generateJSONVPNClientConf.pl line 331.
Iam using certificate based Ipsec for remote and local, and can confirm that the /tmp directory does not have the root_cert.txt file.
I have made sure that both my intermediate cert and root cert had been added to the certificate authorities these come from ADCS
