QoS for cell phones over IP?

Good morning!  I'm a noob so I'm sure there's a way to do this I haven't yet discovered.  I've noticed when my cell phone (Android on Verizon) is using IP for phone calls, People sometimes hear an IP stutter, or loss of speech for a short period of time.  

How do I setup QoS priority (not guaranteed bandwidth) for Cell (top priority) Zoom/Teams calls (next), or even a particular IP/Mac Addr having top priority?

    When you allocate priority to QoS policy then IPs/MACs/Services/Web/Applications will get their guaranteed bandwidth depending on the remaining bandwidth of the total available bandwidth.

    For cell phone, you may set priority to 0 as recommended.
