Microsoft Store TLS handshake fatal alert: protocol version(70).

i am having trouble allowing access to Microsoft store via the app in windows 10, i hav e managed to narrow it down to the below error

TLS handshake fatal alert: protocol version(70).
I have tried turning off TLS Inspection and have even turning the ssl/tls inspection off ive added the address to any exception list i can find but nothing seems to allow the app to access the internet.
can any help, i need to allow it to update an important app

    i tried your suggestion using the existing "microsoft services" FQDN it wanted to add it to the top of the "traffic to WAN" is this correct? if it is then it doesn't seem to have made a difference.

    i have also noticed that there doesn#t seem to be any logging of what is blocking it now i have turned off tls/ssl inspection
