Flapping firewall rules

Good Morning,

we have a flapping behaviour with two of our firewall rules over time.This happens (at least) with http(s) and icmp.

Rule 105 precedes Rule 6 and ist used for testing of proxy / dpi.

The configuration hast been migrated from 17.5.12 to 18.0 MR-4. Both rules have linked nat rules.

(DPI inspection not switched on - global SSL/TLS switched off)

What is the reason for this flappig behaviour?
Any further tips for troubleshooting?

Please remember linked Nat rules take precedence. Does you device have memory issues?

No memory issues. Big XG 550 Cluster.
Both rules have linked NAT rules.
