18.0.4 MR-4 - User Portal not accessible

Question

All of our users, who have OTP configured, are not able to login to the user portal any more. Username+Password+OTP is accepted (successful in the /log/access_server.log), then the login disclaimer is displayed and in the next step the user is thrown back to the login page. Maybe related to NC-64758?

 This seems more related to NC-67365 , which is set to be fixed on 18.0 MR5

I think I found the root cause: the login disclaimer page. If I disable that feature users can login again without problems. Turning the disclaimer message on again users get kicked back to the login page after logging in.
