New WAF rules port already in use

Hi!
I have a problem with WAF rules on XG V18.0.4 MR-4
I need to add a WAF rule on the listening ports 8088 and 8089 and both ports are reported to be in use. I have just 14 NAT and 7 DNAT rules and I can't find one using these ports.
Is there anything anywhere where I can find what blocks the ports?

Those are internal services used for the system itself. I assume, both ports cannot be changed and are used by the anti spam daemon.
