I'd like the suggestions about a scenario where redundancy and balance must be considered. 

Can the Routed VPN + SD Wan Routing be the best approach ?

    You should actually use Route based VPN.

    Did this couple of days ago - Easy setup. You can use BGP if you like, its native on VPN in Azure or you can create your own routing with SD-WAN. 

    Policy based Routing is some sort of special setup. Azure uses route based and supports policy based only with limitations.
