Secure Connection Errors on Quota redirect

I'm trying to set quotas on certain content (YouTube in particular), and I get the proper warning page (even using HTTPS), but after I click Proceed to use X number of minutes, it redirects to the Captive Portal page (8090) and I get "The connection for this site is not secure" and "firewall.domain.com send an invalid response".

I have the CA certificate installed on the machine, so it can use the SSL redirection without error. I can open the User Portal from the machine without issue.

Also, note this is a separate VLAN and not the default LAN segment. Yes, Captive Portal is enabled in the Administration --> Device Access section for that network.

Any help or guidance is appreciated.

Several screenshots attached including Firewall rule and policy select, policy settings, show allow and warn settings, device access settings and browser response pages.

To add to this, when I setup the same option on my LAN segment, I get the block page, and when I click proceed it immediately jumps right back to the block page. The same happens for a "Warn" category. It never actually proceeds to the content.
