Problem WAN Interface not assign IP (DHCP)

I have a virtualized XG Home Edition on a windows server 2016(there are 2 physical network cards) using Hyper-V, I have the ISP modem in bridge mode, and to this modem I have a TP Link router connected to distribute my local network, the WAN port of the TP Link roter obtains a dynamic IP from the ISP 10.137.X.X  with mask 255.255.128.0, here everything is fine but I connect another cable to the port that will be WAN of the WS 2016 and it does not obtain any IP, I tried placing the same cable to a pc with windows 10 and it gives me an IP with 10.137.xx

I don't know what it can be, your comments and advice would be very helpful.
