web policy stopped working after upgrade

Question

Hi, i recently upgraded to SFOS 18.0.3 MR-3 and for some reason the web policy settings stopped working. 
 
 For example, I have youtube/video sites blocked but all PCs in the network can access youtube, play videos. This was not the case prior to upgrading. When doing policy check/policy test, it shows "blocked"

Hi, just coming back here to update: 
 I ended up changing the "default" action to BLOCK and then it blocked everything. Then I switched back to what/how the rule was before (default=allow, other rule blocked) and it started working as expected.
