Are you looking to show all the users that connect to the Wifi the User Portal?

For the issue with the pop-up showing, most likely it is because users are closing the Captive Portal, you can change this behaviour under

Configure >> Authantication >> Web Authentication >> Captive Portal Behaviour >> Sign out user

Yes. You could also try to Never. The Caveat is that the user would need to shut down their computer to be able to re-authenticate.
