SIP denied even with any to any firewall rule

Why is my firewall denying 5060 traffic even with "any" to my "SIP server" firewall rule and  with any services. This happened after the update that separated the firewall rule and the NAT rule. Before the the update, it has been working with a simple rule of "LAN to LAN allow any services".

I thought a rule specifically for the SIP will work but it didn't. My phones are in one of the LAN interfaces of sophos while my SIP server is also in one of the LAN interfaces of Sophos.

below is the log:

below is the settings for firewall rule 37:

Below is the NAT rule 35:

I have already been playing around with the rules, even with a rule allowing any traffic from LAN to any destination in LAN with any services allowed but with still no effect, just log of deny from Rule 0. I even tried specifying to allow the service of 5060 but still it was denied.
