Client-Site VPN through CG NAT

Thanks in advance to anyone who takes the time.

I have a problem. We have an XG115 on site with a client whose primary WAN is a 4G modem. The DSL available in his area is diabolical. 

He needs to be able to VPN in to the LAN from anywhere. It's our first time trying to setup a VPN through 4G and we just found out about CGNAT. (We don't get a public IP, the 4G SIM has a private IP and shares the public with many other 4G customers on the same cell tower/carrier network).

Does anyone have any ideas about how we can setup a VPN in this situation?

I am guessing something possibly software based that connects via a middle man cloud service? Does the XG have anything that will help already built in?

    To be able to run a VPN service you will need a Static IP SIM, there is effectively no route back to your router, outbound traffic only from 4G.

    I had time to test this as I work for a company who provides these type of connections for 4G routers.

    The only way I got it to work was with a S2S VPN "dialling out" from the 4G Connection to another site.
