Microsoft OneDrive Sync Issues

We are getting multiple users having issues syncing OneDrive via the application. Syncing into the cloud seems to work OK. But if the documents or files are only available online, then when it tries to download a local copy, they receive an error Error 0x80070185: The cloud operation was unsuccessful. 

If I turn on our Any inside to Anything external firewall rule (just means anything on the inside of our network can get outside on any port/address.), and restart the OneDrive application, then it works absolutely fine.

I am not seeing anything obvious in our logs at the same time.

I am not sure where to go with this now since nothing seems to be showing in the logs for what could be being blocked.

Any advice is appreciated.
